The Government of Aragon has emerged as a leader in promoting circular economy initiatives, implementing strategic policies that have transformed the region’s economic landscape while addressing sustainability challenges. Through dedicated funding programs, recognition mechanisms, and training initiatives, Aragon has created a robust framework that supports businesses in transitioning to more circular practices. The RESOURCE project has further strengthened these efforts by highlighting the importance of inclusivity in circular economy development.
Strategic Framework and Commitment
In January 2020, the Government of Aragon launched the Aragon Circular Strategy, aligning with the sustainable development goals of the 2030 Agenda and European circular economy policies. Over 200 organizations have committed to its 16 sustainability principles, shifting from linear to circular economic models, based on reducing, reusing, and recycling principles.
Financial Support and Investment Results
Since 2021, the government has launched four grant calls totalling over €16 million for R&D and fixed asset investment projects, generating impressive results for the region:
- More than €56 million in regional investments
- Creation of 135 skilled, high-quality permanent jobs
- 69% execution rate of allocated funds
Looking forward, Aragon has secured ERDF STEP initiative funding with 100% financing from ERDF funds, establishing a financial path of €13.6 million for the next three years, with potential extensions into 2028 and 2029.
Additionally, the government created a €900,000 Support Fund managed by SODIAR, offering advantageous loans up to €150,000 for SMEs with viable circular economy projects.
Recognition and Positioning Programs
The “Aragon Circular Seal” recognizes organizations committed to circular principles, evaluated across fourteen criteria. Recipients gain advantages in government funding, public tenders, and positioning with sustainability-focused partners.
To date, 140 entities across 21 economic sectors have obtained this recognition, driving a competitive circular economy marketplace in the region.
Talent Development and Educational Initiatives
Aragon has established comprehensive training programs to build circular economy expertise across the region. The government launched an “Expert Course in Circular Economy” providing 156 hours of theoretical-practical training that incorporates cutting-edge trends from eco-design to artificial intelligence applications. Through the Aragon Employment Institute, the government has conducted over 80 training activities from 2021-2024 specifically designed for unemployed individuals, creating pathways to employment in this emerging sector. Additionally, consumer education programs and explanatory workshops in educational centres have been implemented to raise awareness and empower citizens to participate in the circular transition.
RESOURCE Project Impact on Aragon’s Policies
The RESOURCE Project has significantly influenced Aragon’s approach to circular economy implementation by:
- Highlighting the importance of including disadvantaged groups in circular economy initiatives, particularly women in rural areas
- Inspiring the development of inclusive policies that will eventually extend to other marginalized groups, such as migrant workers
- Encouraging the government to adapt aid programs and legislation with small and medium-sized enterprises in mind
- Promoting the establishment of expert committees through Aragon Circular
- Advancing traceability and certification processes through blockchain technology
- Supporting improvements in environmental licensing processes
While RESOURCE pilot projects constituted a small portion of the very competitive global initiative (representing 9% of all beneficiaries and receiving 5% of total allocated grants) their broader impact has been substantial. These pilot projects created 11 direct jobs and catalysed broader economic activity, attracting over €3.1 million in public funding during the project period. This substantial investment in these carefully chosen pilot projects highlights their role as catalysts and demonstrates the government’s strong commitment to circular economy innovation within the larger sustainability framework.
Future Direction
Aragon plans to update its Circular Strategy in late 2025, expanding its scope while developing new initiatives including the “Aragon Energy Plan 2024-2030” and “Integrated Waste Management Plan.” The government will maintain and enhance current activities while intentionally including disadvantaged sectors that can benefit from circular economy opportunities.
Through strategic policies and insights from the RESOURCE project, Aragon continues positioning itself as a benchmark for inclusive, sustainable development in Europe.
